It seems hard to argue with point number one, adding energy efficiency in public buildings, but you have to ask yourself why this wasn’t done 15 or 20 years ago, don’t you? Where was the Clinton administration on this seemingly simple sounding task? Why was this ignored by 8 years of the Bush administration?
Point number two, “making states use their money quickly” seems sort of stupid to me. “Use it or lose it” can lead to bad decisions, in my opinion, and unless you’re going to dictate HOW they use the funds, telling them to spend it fast sounds like a recipe for disaster.
Point three – connecting schools to the internet hardly seems controversial either, but it might be nice to explain HOW this is going to be paid for, don’t you think?
